No dia 9 de maio de 1856, o Sr. Baptista de Oliveira ofereceu propôs a criação de nova comissão permanente de empresas privilegiadas e obras públicas. A indicação foi aceita para receber parecer na comissão de legislação e ser discutida posteriormente.
Os três membros componentes desta comissão foram eleitos no dia 7 de junho deste mesmo ano de 1856.
Curiosamente, o Sr. Presidente referiu-se a comissão de empregos e obras públicas, quando da ocasião de nomeação de um membro substituto no dia 18 de julho.
